Steve is a graduate of Syracuse University (AB Degree in Arts & Sciences), Boston College Law School (Juris Doctorate), and New York University Law School (LLM in Taxation Law). He was admitted to the bar in New Jersey and New York and was the business and tax partner in the Morristown, NJ law firm of Hersh, Ramsey, Berman & Rockoff, P.C. and also focused on real estate transactions. He left the profession in 1991 to become a principal in a telecommunications expense management firm which he and his partners subsequently sold to a public company in 1994. He became a principal in Goslin/Rockoff & Associates, an executive search firm that specialized in finding GMs and other senior management for golf, yachting and country clubs throughout the U.S.

Steve has extensive experience as a volunteer in civic, charities and other not-for-profit activities. His activities in NJ, included service as a Commissioner (including Vice Chair) on the Township of Jupiter Zoning Board of Adjustment, Board of Trustees of the Livingston Symphony Orchestra (Vice Chair and Chair), and Board of Directors of Cedar Hill Golf & Country Club (including two years as Club President).
Steve has continued his volunteer work in the Northern Palm Beaches. He has served as a Commissioner on the Jupiter Planning & Zoning Commission, Corporate Member of the Jupiter Medical Center, Vice Chairman of the Board of Directors of The First Tee of the Palm Beaches, and President of the Board of Governors of the Club at Admiral's Cove.
